It is documented that it was Tea Party people who first used the term, and you can't provide any proof to the contrary. It was only after they made fools of themselves by self-identifying as teabaggers, that their critics started using it against them. Hard to say, but the term may not have been ever used derogatorily unless the Tea Party crowd had they not used it first, from which hilarity and derision resulted.
