Should be but probably not because he plays offense. The new restrictive rules are aimed at the defense because the NFL wants scores similar to arena football.
Unsure what the history of the player is but seems to just be a unsportsman like conduct today because of the "kick" would be 15 yards. Maybe a fine of 15-30k as well just so the NFL can make sure no one does this out of spite in the future.
Unless this player had multiple run ins with the nfl in the past I doubt it would be much more than that as its look at as split second and did not come in contact with the face and wans't a thought out thing that happened.
No there are double standards in the NFL just like when a player stiff arms to the face mask they rarely get called for it(only if they grab it and even then it is often not called) where as on defense it is a flag every time.
Remember that game. Billy swept a table full of cups of Gatorade in frustration in the 4th quarter. Believe he also signed an illegal USFL contract with Houston (Gamblers?) that weekend.
Chuck Muncie (when with the Saints) did that to an Atlanta Falcon DB on the way to a 69 yard TOUCHDOWN run way back in `79, a truly great run. He stepped right on him, over him and on top of him, literally ran over him, jamming his foot into the man's sternum.Ugly, beautiful, legal.
