So the other day we had practice at a school field. When I got there , there was a guy who looked a llittle sketchy. He leaves and shows up near the end of ppractice, smoking and sitting on the bleachers on the opposite side.

this morning I had to stop at the field about 6am

same guy is laying on ground with blanket between bleachers and fence.

We don't have homeless people usually roaming around town

There is no way you call the cops! You invite him to join your team. That's Kelly Leak, dude and he's your new star centerfielder!

Right.  Also, why do you have to wait for something illegal to happen to call the police?  There are plenty of times it is appropriate to call the police before something illegal actually occurs. 

In this case, I would consider calling because he certainly shouldn't be there, and who knows the guy might need some actual help.  Might be mentally ill, who the F knows.  A call to the police (making sure you tell them it is out of concern and not because he is doing anything to you) is not unwarranted here.

Perhaps walk over and politely speak to him? "Hey, I can see that things may not be going well for you at the moment, but sleeping here on school grounds isn't going to fly with the administration. They might not come talk to you, but just call the police instead."

He is either too crazy to know where he is, or he wants to get in trouble and sleep in a jail cell rather than outside.

If you are homeless, have some sanity, and do not want to get arrested, the last place you hang out is a freaking school.  If he had a cell phone he might call the cops on himself.

My wife calls the cops when someone walks by out house.

I wouldn't have on this dude but can understand doing so. Cops aren't gonna lock him up unless they find a reason to do so. They will ask him a couple of questions and tell him he can't stay here and to move along.
