if you use waivers, dropped players can't be picked up for a minimum of 1 day. you might try using the 'commisioner must approve add/drops.' i do this in one league where i process the requests thursday morning based on reverse order of standings. all add/drops the rest of the week are first...
I used AOL last year for a work league. It's highly customizable. The live scoring is behind a few minutes and the website is slow to navigate at times, but for the price.... I haven't found a free site that beats it. FOX was a mess last year and it doesn't sound like Yahoo lets you customize.

i would imagine it's an activated card that would only last so long once the subscription or tiers expired, or it could be some sort of dealer card. for dave's new cards i don't believe there is a purely wide-open card of the 3M type.
