What pick do you think I could move up to offering the 1.10 and 2.1 (13th pick)?

I'm going to say 1.07, if i had 1.06 I think I want to see whos available. I was in a similar situation, traded 1.05/2.01 for 1.03. Maybe you can get up to 1.05/1.06 but it's probably going to vary owner to owner. Probably hard to turn down for 1.07.

In my league that might net you 1.07, but probably 1.08 depending on how the draft plays out.
