The rule is, I believe, in the last 2 minutes that if the offense commits a penalty while the clock is running pre-snap it's considered a 4th timeout and there is a 10 second runoff. Does someone have a link that shows that it has to be a false start? If all you have to be is set to avoid the runoff the QB and center or anyone for that matter just have to run and snap the ball while everyone else isn't moving, that makes absolutely no sense.

 
Here's what the rulebook says:

Article 1 A team is not permitted to conserve time inside of one minute of either half by committing any of the following acts:

(a) a foul by either team that prevents the snap (i.e., false start, encroachment, etc.)

(b) intentional grounding;

(c) an illegal forward pass thrown from beyond the line of scrimmage;

(d) throwing a backward pass out of bounds;

(e) spiking or throwing the ball in the field of play after a down has ended, except after a touchdown; or

(f) any other intentional foul that causes the clock to stop.
:sadbanana: This foul did not prevent the snap of the ball, so I guess it wouldn't call for a 10-second runoff.

:headbang: This foul did not prevent the snap of the ball, so I guess it wouldn't call for a 10-second runoff.
Interesting, thanks. I guess it's (f) that would prevent anyone from abusing the illegal formation penalty.
