I have a group of 16 that want to put together a dynasty league...how can this be and be fair? Looking at roster spots, starters, etc.

I would use small rosters in a 16 teamer. Something like 20-22 roster spots per team. Any more than that and the waiver wire will be very thin. I am referring to non-IDP leagues.
As far as starters, I think I would look at flexible lineups as far as starting WRs so there will not be a huge glut on RBs. I would look at one QB, one RB, two WRs, one TE, and either two or three flex spots. Most will like the two flex option, but I like the idea of every team fighting to have players that will produce at almost every spot on the bench.

I like huge rosters, I like to have the ability to stash a couple of sleepers on my roster...

The rosters came out balanced; position scoring is balanced as well
the only thing I would do differently is make DL scoring 3 pts instead of 2.

if your rules make it difficult to rebuild ... after a bad draft, injuries, bad luck, or stupidity ... you will lose 3 or 4 owners EVERY year from a 16-teamer
so think about a system that rewards the best players yet makes rebuilding okay too
something like a separate summer rookie draft and fall veteran draft each year with the reverse order from previous standings used in each and worst to first waiver system
