3rd Year Dynasty Devy League Looking for a Few New Owners (1 Viewer)

We have 4 teams available in a 14 team Devy Dynasty League.  The 4 teams are listed below.  Please PM me or email me at levifarmer10@gmail.com  This is a $50 a year league.  The $50 will be due within a couple days of you joining.  

Devy: This league allows you to carry two devy players on a taxi squad.  You can only select the devy's in the annual rookie/devy draft (this draft will start as soon as we fill) or trade for them.  

Please read all the rules and scoring.  First come first serve on the available 4 teams.

ADDITIONAL LEAGUE RULES SETUP (EDIT)

Number of Owners
The league shall consist of 14 teams, all placed into one division.  A team may have more than one owner.  In such event, one co-owner must be designated as the primary owner and the other(s) as the secondary owner(s).  For the remainder of this document, any reference to an owner refers o the primary owner.

League Dues, Expenses, and Payouts
For the initial 2015 and 2016 seasons, the league fee will be $50 per season.  This number may change in subsequent years, but would require a unanimous vote by all league members.  At all times, owners must be fully paid or 1 full season in advance of the current season.  The deadline to pay league dues will be April 15th of the previous season.  (i.e. 2017 dues are due by April 15th, 2016) Draft picks for a given year may NOT be traded unless full payment for the subsequent season has been made.  Payouts will be as follows:
League Champion: 40% - half of league site fee. ***NOTE*** (If the League Champion is the same owner of the League Champion team from the previous year the owner also wins ALL of the accrued Jackpot money.  Once an owner wins consecutive years, the Jackpot resets.  i.e. Owner would have to win two more years in a row to win the next Jackpot, not just one more year.)
League Runner-Up: 20% - half of league site fee.
3rd Place Team: 12.5%
4th Place Team: 7.5%
Highest Scoring Team That Missed Playoffs: 5%
Money Put Towards Jackpot Every Year: 15%
In 2015, assuming league software costs $70, the following would be the payout structure:
League Champion: $245
League Runner-Up: $105
3rd Place Team: $87.50
4th Place Team: $52.50
Highest Scoring Team That Missed The Playoffs: $35
 
League Officers
The league will have the following officers: Commissioner and Assistant Commissioner.  Commissioner will have final say in any matters that are not clearly defined in the League Bylaws.

Roster Size(offseason)
No team may have more than 30 players on their ACTIVE and TAXI SQUAD team during the offseason. The offseason begins the day after the NFL Superbowl and goes until 7 days before the 1st regular season game of the following season. Owners may carry between 0 and 30 players at any given position.

Roster Size(inseason)
No team may have more than 24 players on their ACTIVE team during the season. Owners may carry between 9 and 26 players at any given position. At all times during the season, owners must have a minimum of 1 QB, 2 RB, 3 WR, 1 TE, 1 K, and 1 DT on their roster.  During the season your team will have 48 hours to correct any rosters that are not valid in according to above bylaws.  If your roster is not in accordance then the Commissioner will use MFL’s projected points for the upcoming week to make an addition to meet the minimum roster requirement.  If your roster needs a player dropped the Commissioner will use FBG’s Dynasty Rankings to drop a player at the position in which you have the most players.  If it is a tie between players in ranking or if more than one player is unranked, the Commissioner will drop the player that was added to the team most recently.

Taxi Squad
Taxi squads will be allowed to store Devy Picks until they are drafted or signed by an NFL team.  You may have up to 2 Devy Picks on your Taxi Squad at any given time.  Your Devy picks, once drafted, signed by an NFL team, or declaring for NFL draft and going unsigned and undrafted must be added to your Roster or dropped from your team 24 hours before the start of the annual Rookie Draft.  If you do not activate or drop your Devy players as stated above in League Bylaws, the Commissioner will move them to your Active Roster if there is space available.  If no space, your Taxi Squad players will be released into free agency.

Scoring
The format used will be the official FFPC 2015 scoring.  Scoring will be given to two decimal points.
Passing:
20 yards passing = 1 point (Divide total yards by 20. Example: 275 passing yards = 13.75 fantasy points)
Passing TD = 4 points
Interception thrown = Minus one point (-1).
2-point conversion = 2 points
 
Rushing:
10 yards rushing = 1 point (Divide total yards by 10. Example 126 rushing yards= 12.6 fantasy points)
Rushing TD = 6 points
2-point conversion = 2 points
 
Receiving:
10 yards receiving = 1 point (Divide total yards by 10. Example: 93 receiving yards = 9.3 fantasy points)
Receiving TD = 6 points
1 point per Reception for RB, WR, QB, K
1.5 points per Reception for TEs
2-point conversion = 2 points
 
Placekicking:
Extra Point = 1 point
3 points for every FG of 1 – 30 yards plus .1 point for every yard thereafter.
Example: a 45-yard FG would be worth 4.5 points
 
Team Defense/Special Teams:
1 point for every sack
2 points for every team takeaway (interception or fumble recovery)***
6 points for every TD (via interception return, fumble return, punt or kickoff return, blocked FG return, missed FG return, blocked punt return)***
2 points for every return after a blocked/failed extra point or failed two-point try (i.e. on an interception or fumble). [As per new NFL rules for 2015 season]
5 points for every safety
12 points for every shutout **
8 points for allowing between 1- 6 points **
5 points for allowing between 7 – 10 points **
** Any points scored against a team counts towards their defensive points allowed, whether the scoring came by an offensive, defensive or special team score.

All scoring changes made my MFL by Thursday morning are deemed final.

Player Positions
In the case of a player playing multiple positions, their listed position on the nfl.com website will be used. If further clarification is needed, the commissioner will assign the player a position at the earliest possible time.(i.e. Teyo Johnson)  Players selected as taxi squad members in the rookie\devy draft do not need defined positions until they are signed by a team. (i.e. Devin Funchess)

Starting Lineups
A valid starting lineup is defined as: 
1 QB
2 RB
2 WR
1 TE
1 RB\WR\TE
1 K
1 D\ST
All players must NOT be on bye and must be on an active 52 man NFL roster. 

Failure to Submit a Lineup\Starting Dead Players
Failure to submit a lineup or starting a dead player d will not be tolerated. 1st offense in a season = warning. 2nd offense = league expulsion (a league vote will be required to overturn expulsion) In the case of a dead owner or league expulsion, the teams starting lineup will be determined using the weekly rankings at www.footballguys.com until a replacement owner is found.

Team Rankings and Tiebreakers
The top 6 teams will advance to the 3 week playoffs beginning in week 14. Seeds 1 & 2 will receive a bye in week 14. 
 Tiebreakers to determine the top 6 teams will be:
1)Winning percentage
2)Head-to-head record among tied teams
3)Total Points scored
4)Coin flip
For draft purposes, all teams will be ranked in the following manner:
The 8 non-playoff teams will be ranked worst-to-first using the Wild Card tiebreaker.
The 6 playoff teams will be ranked based on post-season results(i.e. 5th place consolation game loser, 5th place  consolation game winner, 3rd place consolation game loser, 3rd place consolation game winner, league runner-up, league champion)

Initial Veteran Draft
The initial Veteran draft will begin in June,  2015. It will be serpentine, with the draft order being determined randomly by the MFL website.  The draft will be 24 rounds in length. A slow email style daft will be used on MFL league site  Owners will have 24 hours in which to submit their pick. Failure to do so will allow the owner with the next pick to do so. Once the original owner is able to, they may make their original pick at any time. (i.e. if the owner with pick 2.5 fails to submit a pick within 24 hours, the owner of pick 2.6 may make their pick. All subsequent owners may then proceed to make their picks. Whenever the owner of the 2.5 pick gets to it, they may then make their pick at a later time) Exceptions to the 24-hour limit will be made as long as the owner notifies the league and the league agrees to it beforehand. Any player who has been signed to an NFL contract prior to end of 2014, other than 2015 rookies, is eligible for the veteran draft. (i.e. Duron Carter will be in Veteran Draft)
 
Initial Rookie\Devy Draft
The initial rookie\devy draft after the conclusion of the initial veteran draft. It will go in serpentine order, reverse of how the initial veteran draft order. (i.e. the team with picks 1.1 and 2.12 in the veteran draft will pick 1.12 and 2.1 in the rookie draft). The rookie draft will be 6 rounds in length.

Annual Rookie Draft
After the 2015 season, all rookie\devy drafts will occur 1 to 3 weeks after the NFL draft. The draft order will be worst-to-first based on the prior year’s standings.  Draft will be 6 rounds.

Trading
Trades that involve players, draft picks, or any combination of the two are allowed. Money may not be part of a trade. Player-for-“nothing” trades are not allowed. Trades will only be questioned if collusion is suspected. Uneven trades WILL for the most part be allowed, however ANY trade may be contested. In order to contest a trade, the league commissioner or asst commissioner must be notified within 48 hours of the trade. The reason for contesting the trade must be included. The commissioner will then open dialogue between non-involved owners and take a vote within 48 hours of the trade being contested. A 75% majority (8 of the 10 owners not involved in a 2-team trade) must veto the trade in order for it to not be permissible. It is the commissioners strong belief that trades that appear uneven SHOULD be allowed unless collusion between owners is suspected. In the case that a trade is being contested as a week starts, the owners in question must manually submit an “alternate” lineup to the commissioner that includes none of the players acquired in the contested trade. Trading is allowed from the day after the NFL Superbowl until kickoff prior to week 12 of the regular season.

Free Agency(offseason)
Teams will have the option to participate in a Free Agent Draft prior to the beginning of the season. A FA draft will begin the day after roster cut downs, and will go in the same order as the rookie draft. Owners may not exceed the 30 player maximum, and must drop players if necessary to stay within this requirement. Players that are dropped to meet this requirement are NOT eligible to be picked up until the 1st round of Waivers after week 1. Rookies and such who are drafted in the NFL SUPPLEMENTAL draft (i.e. Tony Hollings in 2003) are eligible to be drafted in the Free Agent draft. If a player is drafted in an in-season supplemental draft (rare scenario but it can happen) then that player would then be eligible during the next waiver period. There will be as many rounds to the FA draft as needed, and owners may elect to pass if they wish not to make a selection.

Free Agency(inseason)
Each owner will begin the season with $500 blind bid fake money.  Blind bid waivers will be available to enter at 11:00 PM ET.  The waivers will run on Wednesday night at 10:00PM ET.  If there is a game that is played before Thursday, the waivers will run at midnight the night before the game.  Minimum bid on a single player is $1 maximum is $500.  No players may be picked up or dropped between the beginning of the week and the waiver run.  After blind bid waivers run, first come first serve waivers will be open until 12:00 PM ET.  A player must be added before his game begins that week and also any player dropped must be dropped before his game begins that week. Players dropped during a waiver run are NOT eligible to be picked up until the next week of waivers – they are essentially ‘frozen’.

Schedule and Playoffs
Each team will play 13 games – 1 game vs each league member. During week 14, seeds 1 and 2 will be on bye, seed 3 will play seed 6, and seed 4 will play seed 5. Week 15 Game 1 - seed 1 will play winner of seed 4 and 5, Game 2 -    seed 2 will play winner of seed 3 and 6, Game 3 - seed 3 and 6 looser and seed 4 and 5 looser will play for 5th and 6th place.  Week 16 Game 1 winner and Game 2 winner will play for league champion and league runner-up.  Game 1 loser and Game 2 loser will play for 3rd and 4th place.

Disputes
Disputes not involving trades will be addressed by the commissioner at his discretion. He is required to make public the issue being raised and open it for discussion. No votes will be taken, but the opinions of the other owners will be weighed and the commissioner will make a decision. In the case that the commissioner is directly tied to a dispute, the assistant commissioner will assume this duty.

Owner  Turnover
At all times, owners must be paid for one full season in advance. In the case that an owner must leave the league, his money will not be returned to him. Instead, the money will be used to recruit a new owner to play that year for free. Exceptions WILL be made if: 1)the outgoing owner, by his own effort, can find a replacement owner willing to pay, and 2)75% of the league vote to allow it. Draft picks may only be traded if the owner has paid for whatever season the draft picks are part of. (i.e. if an owner pays for 5 years in advance, they may trade away any of their picks for the next 5 years)

Changes to League Rules
During the offseason, changes may be made to the league rules. Owners should submit their suggestions to the league commissioner, who will then begin a dialogue between all owners. Any changes to the league rules must be voted on and passed with a 75% margin. The only exception to this is the league entry fee; a unanimous vote must occur in order to change the league entry fee. All non-scoring rule changes will go into affect during the following season. All scoring rule changes will go into affect at the beginning of the FOLLOWING season(i.e. a scoring change rule that is passed in the 2015 offseason will not go into affect until the 2016 season)

Canceled Games
If a game is canceled for any given reason and not rescheduled before the next weeks games begin  (i.e. weather or national event) and if a player was in the starting lineup will be given his weekly average on MFL.

Weekly Tiebreakers
Each team will submit one bench player to be used as a tiebreaker incase the situation occurs.  The player may be any position.

Devy Rules
Each owner may only possess two devy’s at a time.  The devy players must be kept on the taxi squad.  Devy players may NOT be on active roster at any time until as defined above.  Devy players may be traded.  Devy players may be dropped.  Once a devy player is dropped he will NOT be allowed to be added to a team until the year he is declared for the NFL draft.  The dropped devy player may then be added in the rookie\devy draft.  If the player is not selected in that draft, he will then be eligible for the FA draft.  If the player is not selected in that draft, he will then be placed in regular waivers to be processed during he season. A devy player must be a player that is in college or high school and not eligible for the NFL draft.  A devy player may ONLY be selected DURING the annual rookie\devy draft.
