Our long-time ppr league added .5 point per carry this year. I have the 4th pick in a 10 team snake draft. Had planned on Julio before the .5 per carry was added. Does this mean I should instead load up on high carry RBs early and often? Thx!

Half a point per carry is a lot. Yes you take a RB at #4. And really probably at least your first 3 rounds. Give big bumps to any RB you think is going to get a lot of work.
