Refs appeal to the sponsors and tv ratings by keeping Pats winning. Sports juggernauts draw ratings, that's just a fact of life. People watch to see dynasties fall.

You have a lot of faith in the secretive conspiring capabilities of a league office that proves every year it's full of idiots. Really shrewd moves you're attributing to a league and commissioner who are consistently on the wrong side of public opinion on every single issue.
