Why are they attempting to apply a reception rule to a punt catch?

Actually it does not. Those rules are specific to catching a pass. A punt is a live ball when it touches the ground, unlike a forward pass.
So if a PR is sitting on his knees and reaches out and touches the ball with one finger on a punt is it immediately ruled down? At what point is a punt "possessed"?
Control of the ball when you are down. The ground can not cause a fumble, but it can cause an incomplete pass. This is the fumble situation.

 
Brilliant defensive game plan today for the Colts.

Manning sees loose coverage on DT...then audibles...then the press comes right back....solid tackle after the catch.

 
But then they blow...absolutely blow a 4th and short.....dear god...tackle that guy hit him low what in god's name....

 
If the Broncos go on to win the Superbowl, we'll have to remember that run.
