It would feel very smooth. It would also feel perfectly dry, because if the earth were shrunk to the size of a billiard ball, the oceans would constitute such a thin layer of moisture that it'd be completely undetectable by feel.Hmmmm. I believe the surface of a pool ball is all bumps and trenches giving it the "feel" of smoothness. The earth may have vast flat areas followed by big bumps. Nebraska/Kansas to eastern Colorado to the Rockies. I'm sorry I don't know if there are vast plains leading to the Himalayas.
If held in your hand and touched with your fingers, I don't believe the earth would "feel" as smooth.
