At least for this position, the Post Office can randomly test, but there usually needs to be cause. (an accident, or erratic behavior). The rules may be stricter for CDL drivers.
My wife has been a rural carrier for 30 years, I don't recall her ever mentioning being tested. I work in a warehouse environment, we test people when they are first hire and only after their is an accident, or suspicion of drug use. Our Policy and Procedures manual states we can randomly test if we so choose. But, it's not cost effective to test without cause.
I've been with the postal service for 8 years and outside of the initial drug test, have never been tested. I don't have a CDL nor do my duties require me to drive very often. I think it's like you say ... that there would have to be an accident or very good cause to test someone. However, I can also say that in my office there have been plenty of accidents and no one that I know of has ever been tested. There are also more than a few people who probably should be tested but haven't been. Anyone know a good job I can get where it's cool if I shoot up heroin at work. Or at least where they don't have random tests? I need it to pay mid 6 figures. Plus, I don't want to do a lot of work because that'll make me want to start drinking again. Also, proper English shouldn't be a requirement. I'm trying to save all of my perfect English for the trilogy of novels I'm writing. And for anyone thinking "Heroin while you work?", it's a proven fact that people are way more in the zone after they've shot up.

I can tell by this thread that no one who has responded actually works for USPS. If you're a stoner, thief, total #### up, or just an idiot in general, you'll likely land a supervisory position within the first year of employment. I'd say you're qualified. Go for it.
