On the 2nd to last play of the Steelers-Dolphins yawnfest, the Phins made their first attempt at trying to turn 15 laterals into a TD, and they got flagged for an illegal forward pass on one of the last laterals, just prior to FUMBLING THE BALL WITH A STEELERS RECOVERY. How is it that when the Steelers declined the penalty, that it was not their ball? Shouldn't it have been Steeler ball and counted as a defensive fumble recovery? Instead, the Steelers decline the penalty and the refs give the ball to the Phins as 2nd down and 10 yards to go, with 2 seconds on the clock. I don't get it. Is the play whistled dead immediately on an illegal forward lateral? If not, why did the Phins get to keep the ball?
