It doesn't? Hmm, my league actually scores pts for all 4 qtrs, even if it's garbage time. Remember, real NFL != fantasy football. Garbage time IS important in FF.
I thought you were better than this. The points would clearly count if you had started him that week, doubt many did. What I want to know is what the past can tell us about the future, and generally speaking garbage time tells us little. Not nothing, it's not that we should completely disregard it, but it's pretty low on the spectrum of things I use to guess the future.
What I'm saying is that it doesn't matter if a player gets his points in garbage time. The fact that he gets them both in garbage time as well as in regular situations is a good thing. To disregard that as a reason to like Vick going forward is foolish, IMO. It's the same reason why you don't disregard good players on bad teams just because they get their points in garbage time. If a team is always going to be behind and get it, then that player is still worthwhile.
And finally, to say garbage time tells us little is not something I agree with either. I want to know if a player is kept in during garbage time and continues to put up points. If he does, that's actually a good thing.
