I tried searching for the thread where I saw this idea, I will cut and paste what I saved and my apologies for not crediting the original poster that posted it.

The coolest thing I've ever seen for determining draft order was in a startup dynasty we did last year.

We did a draft position auction. Each owner had $150 to spend on all 30 rounds. They had to spend at least $1 on each round, so there was $120 to play with.

Basically each owner submitted their bids for all 30 rounds to the commish like a blind bid, not having any idea what anyone else bid. Then he pitted each owners bids against each other by round to determine draft order.

Whoever bid the most on the first round got the first pick, whoever bid the 2nd most got the 2nd pick, etc. This was done for each round individually. Ties were broken by reverse of prior round (except for the first round, which would have been by coin flip, but it didn't happen). It worked out great and no one was upset with the results. You pretty much got the draft picks you paid for and there were no "luck of the draw" advantages or disadvantages. Some spots came down to just a dollar, while other places guys way overbid the next spot. Some guys came up with highly strategic plans, while others just fiddled with the numbers a couple of times and turned them in.
It looks like our league may give this a shot, 16 teams, 15 rounds, $1k in bid money. How do you value the draft rounds and what kind of strategies can you come up? I would consider throwing the first round and then try to be aggressive in rounds 2-5 where I should have a lot more bid money to use. I will see if there is a draft position calculator still here and try to understand relative values.using Google I found the original post, thanks Jayrod.

I like the idea, but there will probably be a few people who have the same idea as you:

While the draft pick calculator may be helpful, I tend to think that if you just put in a generic bid for each round, you will end up towards the back on each round.

With your money, you could try something like:

1: 1 (putting you at the end)

2: 100 (probably putting you middle of the pack between the few people who blow loads on round 2 and those who bid 1)

3: 200

4: 200

5: 200

6: 200

7: 75

8: 5

9: 5

10: 5

11: 5

12: 1

13: 1

14: 1

15: 1

Hopefully you end up at 1.12, 2.8, 3.1, 4.1, 5.1, 6.1, 7.3, 8.8, 9.8, 10.8, 11.8, 12-15 wherever, who's bidding there?

 
I found the Pick Value Calculator, I ran a quick test.

1.01+2.16+3.16+4.16

vs.

1.16+2.01+3.01+4.01

I was surprised to see the first set of picks edged out the 2nd set by about 2% value. I am not sure how accurate the pick value calculator is since it does not take into consideration # teams, rounds, scoring, or talent pool for the given year. I am guessing it might have been developed off of a top 200 list 1 year.

My only other consideration is that you are in a 16 teamer. I think it just pushes the values back, but doesn't figure for position scarcity. With 16 teams, that late third is going to be tough to recover from, even if you have LT at 1.1
 
Looking at last year's draft trend the two options would shake out like this:

Option 1 (RB, WR, RB, RB, QB)

Garrard

LT2, FTaylor, DWilliams

RWayne

Option 2 (QB, RB, WR, RB, RB)

Brady

RJohnson, DWilliams, AGreen

PBurress

And that is a somewhat big if that Brady lasts until 1.16 - if you miss on him I think Option 2's value goes down, if you look at RB there instead you are looking at a Turner/Maroney/Edge option.
