This is one of the holes in Rattler's game. He used to be more of a gunslinger type, but learned to control himself/wait for better windows. When the offensive line cannot protect him he has gotten used to taken the sack or using his below average athleticism. Not like NO has the weapons out there to throw 50/50 balls to yet it is hard to succeed in the NFL if you don't get the ball out.

Coen has preached “players not plays.” I trust him to utilize all of them effectively. Bucs’ have 3 games with 30+ and now a 51 spot.
