Just a guess but I think the individual lost his hand in an accident and they sewed it into his leg to preserve it/keep it alive until they could repair damage to the rest of his arm.
A local guy lost all 4 fingers from one hand in an accident. After reattaching the fingers, the surgeons sewed his hand into his chest. I was told it was a way to help prevent infection and speed up healing.
Again, just guessing and I'm sure some in the medical profession can chime in.
