1-10-DET 31 (1:54) (Shotgun) 8-J.Kitna pass short left to 11-R.Williams to DET 40 for 9 yards (21-H.Abdullah; 41-K.Paymah). PENALTY on DEN-28-J.Shoate, Illegal Contact, 5 yards, enforced at DET 31 - No Play.

If this penalty happened after the snap, wouldn't the play count?
