Here's the math.
If they run perfect from TH8 down it will take 15 attacks and get them to 82
Then:
If they ran perfect from TH9 up it would take them to Acer (13) to tie us on 14 attacks.
This will require every attack to be perfect from their #1 to their #28 remaining.
If you say, perhaps that TH9s look for 2 stars after 20 this means they have to put the equivalent of 2 stars in all the bases up to sml. (i.e. get 1 on each of aiden and bob, etc) AND they would have to do this on more attacks. Would take by my math down to their 36 to do so.
This, from a clan that has averaged 1.56 stars per attack and hasn't 3 starred anyone above our 21 (JRK>hi) and has 5 3 stars in total in 35 attacks to date, all of these on TH7s with the exception of JRK (Again, hi>JRK).
So yeah, I think we are safe.

BTW for those on the sideline, BOB ran an EPICUBERZOMG GOwipe on one of their high bases. He ran out of time after not being able to get to a single builder hut basically dead center in the base. This, despite having several live pekkas, witches, and iirc intact golems. It was the single best gowipe we've seen in awhile. They just walked right by the stupid hut to torch the rest of the base. Never seen anything like it.

I think I've run with this layout, pretty much same as yours, the whole time at TH9. Haven't done a trophy hunting base.
I'd probably put at least 2 gold and 2 elixir storages out in a corner by themselves though if you don't care about resources. I imagine you'd pick up a ton of trophies from people taking them down then quitting. Keeping the rest spread out and protected should help keep you losing them at a slow enough rate you get hit more before the resources run out.

I am almost maxed out at TH8. Probably another month -- Some more Tesla upgrades, Pekka lvl 3, some DE troop upgrades that I may wait until TH9 for, a few walls, etc.
In a couple other clans, I was the top or the second-highest TH8 on the war map. But in FBGS, there are a ton of TH8 bases ahead of me on the war map.
What am I wondering, is there a reason to stay as a maxed out TH8 rather than upgrading to TH9? Are the TH8s ahead of me still upgrading a few piddly things, or have they decided to hang out as maxed out TH8s for the time being?? and why would one do so?? Is there an advantage to them, or to the clan?

Maxed TH8 are the highest value bases in clan wars, period. It isn't even close really. TH8's with elixer based troops can't 3 star you with a good base so it forces the other clan to send a TH9 after you rather than having them shoot often times much higher.
Early TH9 are the lowest value bases in clan wars. They will usually get wiped by developed TH9 and they struggle to get back the stars they lost we see alot of TH9s early completely whiffing on attacks.
If you have the patience the best thing you can do is get your GOWIPE maxed at TH8 prior to moving up. At a minimum get Golems to 2 and Pekkas to 3. This is a serious pain in the ###, I realize, but it will prevent you from being a drag in wars early in TH9.
I'd say the TH9 upgrade minimum checklist should read like this
-Giants5
-Pekka3
-Golem2
-Minion4
-Loons5
-Wiz5
Optional, but nice to have, are healers, hogs, valks, golem3

Yep. Feels pretty useless in wars. I struggle to 3 star top TH8s and have no hope against TH9s.
Against other Th9s, you just have to get used to the fact that you won't be able to three star decent bases anymore. Focus on getting a gowipe or dragon rush to the center of the base and the TH for 2 stars. although it's expensive, you can get 2 against most th9s with all dragons and four rage spells.

Agree. The threezap and pray approach on th9 doesn't work and often leads to 1 or 0. 11 drags and cc skulls plus rage should be a 2 star most often.

Though I did spend some time upgrading my dark barracks despite the fact that I've (still) yet to ever build any troops that require DE.

The only thing on the list I wasn't sure about upgrading was Golems 2, because it is such a drag to accumulate another 60k DE at TH8 with one lvl3 DE pump. I have everything else already, or will within a week, except Pekka3s, which I will definitely get before/as upgrading.
But once I am there, is there a meaningful option to not go to TH9? Is that what people are doing? Just sitting at fully-maxed TH8 and not upgrading because early TH9 is tough? Do you automatically attract an opposing TH9 in clan wars/increase the difficulty of opponents once you upgrade to TH9?

No, you eventually upgrade.
I went to TH9 about a month ago. I was only missing:
1) One L10 Barracks
2) Golem L2
3) Valk L2
4) Rage L5
5) Those stupid little bombs to L5
I get rolled in wars, and will probably continue to get rolled until I get defenses up. However, I can 2 and 3 star upper TH8s and lower TH9s because of all the troop upgrades I have done.
And I still wish I had Golems L2 before upgrading. I don't miss the other stuff.
ETA: Forgot about the bombs, but they suck so it doesn't matter.

I've got minion 3 in progress and then healer 3 and maybe minion 4 and I'll jump to TH9. That's assuming I get most of the 90 walls I have left done over that time. Not doing Valk and only one of my barracks can do Pekka, but I'm ok with that. I'll do bombs during the 10 day update.

I haven't broken down all the upgrade levels, but the $1m upgrade to little bombs at TH8 is absolutely not worth it. Better to spend that on walls or something.

level 4 is fine. I sort of like to have them all clustered together for war, but spread out a bit to catch the odd wallbreaker in normal bases. Bottom line those things are too weak.

The reality is that almost no one maxes out at TH8. Getting all buildings upgraded is one thing, but there is a ridiculous amount of lab upgrades, as well as getting BK to 10, as well as getting all walls to skulls. So you could spend months after getting all defenses upgraded just sitting at TH8 and finishing stuff out. So when someone plans to just stay there, they generally still have stuff to do.
Now in some cases people may simply opt to stay there and do nothing but war. Definitely an option, but seems a little boring to me. If you stay you'll just slowly drop down our clan rankings and keep getting matched up with high TH8s and low TH9s.

I love having Sky though where he is. Dude is so clutch. It's odd I'm starting to get to know who can outkick their coverage and who is probably best going +15.

I know most probably didn't have L2 golems before going to TH9. I am glad I didn't wait. It was enough of a grind at TH9, can't imagine trying it at TH8. I do highly recommend having full coffers when your TH9 finishes. Getting those xbows, queen and lab are vital. I went with lab and then a TH9 troop of choice (skulls). You gotta have some form of firepower out of the gate or it is a long grind. Camps were right behind.
The idea of a MAX TH8 is a great theory. I lowered the bar a bit and don't regret it. Max wiz towers, mortars, most airD, all purple walls and most elixir upgrades was my guideline. I happened to go during the "boost-collector-for-a-week" event. That totally helped me have full coffers when my TH finished. It was perfect timing.
I'm not ashamed to say I gemmed 1/3 the AQ and did a spell factory insta-upgrade. Wasn't gonna wait on those.

In a drunken frustration at a almost fully developed th8 I hit the upgrade button. Not doing walls past purple right now but all but the new mortar was completely upgraded. Left a boatload of lab upgrades on the table but did level up all the normal troops I use to generate revenue except pekka's. I just got bored out of my mind barching to full collectors and waiting on 5-10 day lab upgrades.If you want to do walls and all the lab upgrades, add a month & a half to whenever you finish defensive upgrades, they just don't match up timewise. Figured I'd languish at th9 and at least have something to do for a while. Earning has sucked but I expected that, will have enough for furry gints by next week, then I expect thing to start picking up again. I was at th8 for 3 months almost to the day, figure double that or more at th9 which is fine. Not sure I have the stamina to go to th10.
