Clock management with a lead late in the game (1 Viewer)

I noticed this two weeks ago when I attended the Rams/Seahawks game that the Rams, with a double digit lead in the second half of the game, when they had the ball, were consistently snapping the ball with anywhere from 10-20 seconds left on the play clock, and all I could think was, why? It didn't hurt them ultimately, as the defense put the clamps down on Seattle's offense, but still, you have to run that play clock down to 1 every time in that situation. And I just read in another thread that the Chiefs did this today, which apparently did hurt them. Shouldn't this be Clock Management 101 when you have a lead late in a ball game?
