Isnt there a stat that gives a pretty good picture on the success of rookie QB's based off of how many college starts they've had? I thought I saw that here but I couldnt find it anywhere.

 
I believe last year there was a thread that I think actually covered a formula that I think Bill Parcells used in evaluating rookie QBs. It included # of starts as well as a few other factors.

 
David Lewin, at Football Outsiders, developed a statistic a few years ago to predict rookie quarterbacks' success in the NFL based on their college completion percentage and number of games started. The basic idea was that if the scouts liked a QB enough for a team to draft him in the first two rounds, and he started enough games for them to have plenty of tape on him, and he was accurate enough to have a high completion percentage, then he'd probably have a good NFL career.

Football Outsiders recently updated the statistic (now called Lewin Career Forecast 2.0) to include some other factors.

Another example of how Football Outsiders really doesn't understand how statistics work.
