Extremely inconsistent cover corner. Has had two Pro Bowl caliber seasons and multiple other horrid seasons. Has been injured recently and was always reported to be a bad influence during his time in Cincinnati. Not sure he'll be a very good fit in a mostly zone coverage scheme in New England, though he could work as a slot cover corner and has some punt return ability.
I can't see him having any consistent IDP value whatsoever.

heh...I'm just asking as a fan.thxoff the top of your head -- any idea what his contract was like and what the circumstances were that led to him being cut?

Bengals saved 2.85 million by waiving him. While he wasn't particularly impressive during the preseason, David Jones caught the eye of the coaching staff during OTAs (which O'Neal didn't attend) and O'Neal wasn't healthy for most of camp with some sort of leg injury.

I think his return ability is part of the reason (maybe the biggest reason) the Patriots signed him.
