What constitutes a devy player?  Any player that has never played in the NFL?  Could you take a guy like Fournette and not use him as a devy player?  The round to start looking for devy players is really dependent upon how your league defines them.  If current rookies are not counted as devy players then that changes things quite a bit.

I'm not an IDP guy and don't know where those guys typically go, so I'll stick to the offensive guys and where I'd take them in an offense only draft. I'll compare them to the incoming rookies as kind of a guide post.

I would consider Saquon Barkley in the 3rd round. He's right there with Fournette and Mixon for me and I'd take those two in the 3rd round. It's a little riskier but he might have an even higher upside. He's the top devy IMO.

Derrius Guice I'd have clearly below the top 4 rookie RBs. I'd probably take him over Perine/Kamara though. So something like 5th/6th round.

The Big 3 devy quarterbacks (Sam Darnold, Josh Allen and Josh Rosen) I'd take after the top 3 incoming rookie QBs (Watson, Mahomes, Trubisky) but ahead of Kizer. I think a lot of people will view one or more of those guys as more talented than the incoming rookies and that may end up being the case, but it's such a difficult position to predict and we see a lot of changes in the year leading up to the draft. Maybe the riskiest position when it comes to devys, but in a 2 QB those top guys do make sense somewhere in the first 10 rounds.

I'm not necessarily head over heels for any of the devy WRs. I'd take them after the top 3-4 rookie WRs. Courtland Sutton is probably the consensus top guy. 7th round of a startup for me.

I'm not sure I start taking devy player in the 3rd of a startup. Seems like there is a lot of proven talent to take rather than a guy who is a year away and may end up on a bad team. Gurley is looked at as a generational player, so was trich, both had promising rookie years before regressing (only comparing their first 2 years, I think gurley is better than trich). I think some people put too much value into the future in dyno start ups and leave guys who are "already 28" out there.

This is key.  The point is to win and there are great value of experienced vets that have 2 or 3 good years still left.  I would rather have those type players at their values over a shiny new toy......especially a player that hasn't even been drafted yet.  There is a lot of time between now and when they even have a shot to play that leaves tremendous risk.  There is no way I would be going after devy (non drafted - still in college) as early as the 3rd round in a start up draft.  In fact, I would be holding off until the later rounds and only if there wasn't a value of a known player available.

I tend to look at 2 year increments for my dynasty leagues.  It has served me well as I am always competing for the title while people that always are going after the shiny new toy over the proven performer are always chasing the shiny new toy.  A nice mix is needed but don't force the unknown player.
