Does anyone else thing his motion is a balk?

He comes to a stop at the top, and starts to wiggle. But his first movement is forward.

Looks like a balk to me.

Any ump will tell you if you do the same thing consistently, they won't call it a balk. If it's only when runners are on, they will.

Can't be a balk when no one is on base.And doesn't he pitch from the stretch with a man on base, even if he can go from the windup?
