I thought it would be interesting to take a look at the consensus rankings of 2011 prospects a year prior to them being drafted. It will be interesting to see how much really changes over the course of a season. This is not a poll of who you think will have the most successful career. It is who you would draft if the 2011 rookie draft was held right now.

Assume a 12 team PPR with normal starting requirements.

I don't consider that to be the same thing no. That is asking who will make the biggest fantasy splash, not who would you take 1.01. The fact that Locker and Mallet are receiving votes shows that it is a very different thing.
