I think it's pretty iffy whether he'll make it back by then, and how effective he'll be at first. I think you can probably do better.

There doesn't seem to be a clear timetable right now which is never a good sign.
I really don't like betting on injured pitchers in redraft leagues. There's always setbacks. Always an adjustment period when they get back. Always a desire to use that roster spot on someone else.
That said, with all the injuries people sometimes forget how good Bedard is when healthy. If the rosters are deep enough, he could be worth a late pick in a 16-teamer.
