The keeper rules are structured so that franchises are encouraged to keep the low-priced "diamonds in the rough" ...ie...Jay Cutler in 2006.
Despite this concept...you just can't keep some franchises from keeping the high-priced stud.....ie....Tom Brady.
Some of the low prices can be explained by those who purchased a player in 2006 at a low price and having kept him in 2007 then again, this year.
