16 team IDP dynasty league pretty standard scoring. 

I was offered:

my 1.4 pick

for

1.12, 1.14 and 2019 1st rd

I  need RB help badly, I only have McQuire- Jets, but also need a franchise QB.  Bortles and Flacco are my QBs

 
With the 1.04 pick you will be able to get one of the high probability payoff RB's which would be attractive if you are in a win it now position. However given your apparent lack of RB's and QB depth your team could be in a multi year rebuilding mode in which case the additional picks may be the way to go. Any chance that they could throw in some random RB or QB that will help your team with some depth?

No, he only have one RB as well. I am in a rebuilding stage.

What does the rest of your team look like? If you only need help at RB then I can see the 1.04 as a good pick for you. post your entire roster and lets see how much rebuilding you really need. 

 
It seems strange that a dynasty league team would only have 1 RB on it's roster.  How many players can you keep?  What are your starting requirements? 

I think the picks are helpful and in a full IDP league they are better picks than if they were in a standard offensive player only draft.  This assumes that IDP scoring is equivalent to the offensive scoring and that the IDP's are not just an afterthought.

But I agree that you need to get a player that would be helpful in addition to the picks to push me over the top to giving up the 1.04.

It’s full IDP 3LB, 2DE, 2DB, and 2S my defense is solid at each position 

I had other RB but dropped them at the end of the season (contracts were up and they weren’t good ex. Jamal Charles)

Salary cap league with keeping up to 35 players under contract. We can give players up to a 5 year contract. We have a y player taxi squad rookies only

Understood. The RBs you can grab at the 1.04 are going to be very talented, and they are great options for a rebuild team. Looking at the needs of the other teams in the draft, if you believe WRs/QBs/IDP players will go in the first 10 picks that still gives you a shot at maybe the second tier of rbs at the 1.12 and 1.14. In an offense only rookie draft I would say the first 7 or 8 picks are RBs. If you mix in other positions to the top 10 picks then you have a shot at good RBs if you do move back. 

As far as the 19 first, the consensus i have seen is that the 19 class is a WR heavy and will be a bit short on Rbs. 

An alternative would be to aim for a RB with risk but upside plus a pick. See if the owners of the 1.1, 1.11, 1.13, etc. have an RB they would be willing to partner. 

 
What is the probability of some IDP players getting selected in the top 10?  There are 8 top RBs in this years draft, and after Barkley they aren't that far apart even though I definitely have my preferences as do others.  If some IDPs and/or WRs go in the top 10, you might be able to get one of those RBs at 1.12.  Unless there is special scoring or you can start a 2nd QB, you shouldn't have a problem getting a QB with 1.14 or with a 2nd round pick. 

For what it's worth, in one of my PPR dynasty leagues with no IDPs, the 1.03 was traded for 1.11 and 1.13 by someone I know and respect.  He got what he was looking for at 1.11 and 1.13 and didn't feel strongly about any of the non-Barkley RBs.  With you also getting a 2019 1st, I think it's a good deal for you and I would do it.
