They definitely do this with American cars and can't for the life of me understand why.  One of my friends has a Malibu that is pretty nice (not amazing by any means) and I've had a couple as rentals and they are total garbage.  I've also rented Camrys and they seem to be exactly the same as what you buy at a dealer.
When when American car companies send their cars to rental companies, they’re not sending their best. They’re not sending Camrys. They’re not sending Accords. They’re sending cars that have lots of problems, and they’re bringing those problems to us car renters. They’re bringing rattles. They’re bringing poor performance. They’re lemons. And some, I assume, are good cars.

They're sending their lemons to companies that buy cars in bulk? That doesn't seem like smart business. Seems like they'd want to send their cheap, durable workhorses.

 
I drive a 2012 Fusion. Pretty much the base version, so I got a great deal on it. Definitely has poor acceleration, but it rides smooth and quiet and gets good mileage. A great value in its class for those who aren't in a hurry.
This. My 2014 is the base model.  Not going to win any drag races, but it's comfortable and gets great mileage.
