Hard to know how valuable Phillips is without knowing the scoring system. If you get big points for sacks, Phillips is probably the play if his elbow holds up this week in practice. Otherwise, Hayes is a better play than Miller in tackle heavy leagues.

In standard scoring the safest bet is Hayes, Miller has been on fire since given the starting job but is more of an unknown and prolly won't be on the field as much as the Cardinal MLB. Phillips is a fierce pass rusher but not as likely to rack up tackles

Ryans just put up that monster game against Oakland. I wouldn't be afraid to start Miller this week assuming the linebacker situation doesn't change yet again in Cincy. He could get you the tackles and a big play or two.
