The tech exists for a permanent settlement on the Moon. Still some stuff to work out but if our water findings hold true it gets a lot easier to do. The Moon as a jumping off point to the asteroid belt and Mars has a lot of benefit. The Moon will be easier to start because we can resupply it relatively quickly so it can have time to get food going and all that allowing people to be there from the start. I envision the first settlers on Mars being robotic and remote controlled. They could get everything going so that when people get there all the processes are up and running. Cheaper, safer for people, just makes sense.
