Almost as much as the guy who figured out which scratchers are winners just by looking at them, no need to scratch.

What's that now?

Some dude figured out a certain scratcher game that was run in several states was flawed... you had to match a set of numbers printed on the card, but, you could tell before scratching if it was going to be a winner based on what numbers you had to match. One could, say, make a friend at the gas station, go through a roll of tickets, pull out all the winners, and sell the losers to the chumps.

Then, being the world's worst person, he told the lottery commission "hey your game is broken" and they fixed it.

Found it. The scratcher game was Tic-Tac-Toe, each card had 8 boards made up of "random" numbers from 1 to 39, and then you are supposed to scratch off the part that reads "Your Numbers", and match up your numbers with the pre-printed, visible boards. If you find 3-in-a-row of "your numbers" on any of the 8 boards, you win.

The guy realized that the 8 boards repeated a bunch of digits. There are 9 in a tic-tac-toe board, times 8 boards, is 72 digits. But they only use the numbers 1-39, so, most numbers repeat somewhere on a card. However... it would likely bankrupt the lottery if a winning digit repeated on multiple boards on a card. There aren't enough ways to avoid having 2 or 3 payouts on a single card if a winning digit repeated. The printing system doesn't just randomly throw numbers on cards, either, or else it could accidentally print a dozen or more million-dollar winners or whatever. The lottery knows how many grand prize jackpots there are supposed to be. Winners are limited.

So... any digit that appeared in one of the 8 boards only once was likely to be one of "your numbers" because that's one of the restricted numbers. Find three digits in a row that each only appear once on the card, and 9 times out of 10 it was a winning scratcher.
