Got her at 9 weeks from a bad situation.  Spent 1k plus on experts.  I have trained many dogs.  This one gets to level that she won't listen.  It is fear based and maybe just dna.  Sweet as can be in home, everyone is an enemy out.

I could hold up a finger to my last dog 100 yards away and she wouldn't move.  

This one, well she is not right.  She is aggressive, fear based.  Spending 6k to fence my back yard, been in this house since 1999.  

I thought I was a good dog owner, I have no outs with her.  She is so ooooooo sweet to me, but 

 
Hopefully with love she comes around in time. We have a rescue who was never aggressive, but somewhat skittish and some bad habits. He's improved a lot over the last few years. GL. 

 
Have you tried a training collar?  There are some good combo ones that beep and vibrate in addition to shock. Rarely ever have to use shock.

9 weeks is young to have inherent problems you can't break.  Spending money needs to be spent right.  Try this one:    http://carolinadogtraining.com/dog-site/

It cost me a bit for 10 days of training (which were in her house), but she helped our new 7 year old rescue with separation anxiety.  She is a dog Nazi for sure, but that's what is needed sometimes.   Otherwise, maybe you aren't a good owner.  Also, 6k is too much for a fence.....call Harrison, tell em I recommended you.
