If you think only
qualified people should be hired for certain important tasks such as performing hip-replacement surgeries, well, you're entitled to your opinion ... which happens to also be my opinion, so I guess we agree on that. But "licensed" and "qualified" do not describe identical sets of people. It's probably pretty close in medicine*, but probably not very close at all in something like
cosmetology.
*Although maybe not. If medicine is like law in this regard, it's possible that nurses could competently do a number of things that only doctors are currently licensed to do, or that technicians could competently do a number of things that currently require at least a nurse's license.
