If it is something that has been discussed and approved (by the majority of the league) verbally, then yes. Sometimes, especially if the change happens closer to draft time, details like updating the written rules can be inadvertently missed.
I've been a commissioner for over 25 years. Most of the time, a rule change involves changing some of the settings within the site. Sometimes, I'll change the settings and I'll forget to go into the written rules and update them. But in most cases, changes are discussed and approved through the message board, so there is some sort of written back-up.
While I make every effort to keep things current, I am human. I don't get any compensation for running the league other than the happiness of everyone enjoying the game. Once in a blue moon, someone will make a mention of something that hasn't been updated and I'll make every effort to get it done asap, but we haven't had any major issues. Without knowing the details of what you have heart-burn over, that's all I can add.
