Looking at the FAs available, Pennington appears to be the best UFA out there, right? Things are really ugly at QB in the NFL, eh?
Kyle Orton, Jason Campbell and Matt Moore are all RFAs, but they're all starting Qbs, anyway (i.e., if someone else signed them, their teams would need a new QB).
Who else is out there? Kellen Clemens? Charlie Batch? Kyle Boller? Brodie Croyle? David Carr? Daunte Culpeper? Troy Smith?
I suppose Bradford and Claussen might be day 1 starters, and maybe Vick and Kolb (or McNabb) will both be, too. Am I missing anyone else? Maybe Tyler Thigpen? Going down the list, the following 22 teams appear set at QB (at least with respect to their plan, not necessarily discussing how good the guy is) entering 2010:

That leaves ten other teams. Jacksonville will probably stick with Garrard and/or draft Tebow. I think Del Rio has had enough of Garrard, but doesn't have many (any?) alternatives.
The whole NFC West, IMO, is up in flux. What's SF going to do? Smith looks to be the guy, but I don't know how the team can have much faith in him. Is that a team that's better with Pennington? Obviously depends on how Pennington's arm looks. Arizona probably hitches their wagon to Leinart, but I wouldn't be surprised if they want to bring in a veteran guy (and like I said, Pennington appears to be the only veteran guy out there) to compete with him in camp, and then watch as that guy beats out Leinart. In Seattle, Carroll has no ties to Hasselbeck, and at this point he looks totally washed up. Seneca Wallace isn't the answer, either. St. Louis? Vick seems like a good fit there, and obviously if Bulger is officially out, there's an opening. Possibly for Claussen.
Carolina probably hitches their wagon to Moore, although I think they need to bring someone in to compete with him. He played well last year, no doubt, but he's an undrafted QB who has thrown only 250 passes since entering the league. It's tough to get a read on his true ability.
In Washington, Campbell is probably retained, but it could also be a landing spot for Bradford or Claussen. If Washington keeps Campbell and drafts a QB, that thins the QB market even more.
Oakland probably won't want a guy like Pennington, but is Gradkowski the answer? Doubtfully. JR probably sticks around, too.
Cleveland gets round 3 of Anderson vs. Quinn? Does Mangini sign Pennington? Is Kolb the guy? People rip on Russell, but is Quinn any better? Same draft, both have career averages of just 4.8 net yards per pass attempt. Quinn averaged an anemic 9.8 yards per completion last year. He's been in the league for three seasons and shown absolutely nothing. Anderson looks to be just as bad albeit in a totally different way (who completes 44.5% of their passes in 2009?)
