Is Devin Hester's return ability hindering his WR development? (1 Viewer)

I have Devin Hester deep on my dynasty bench and am curious if he'll ever get the opportunity to play WR. Very few players in the NFL have his unreal combination of speed and quickness and I truly believe he could be a santana moss caliber WR if allowed to develop his talent to the fullest. Unfortunately, or fortunately for chicago, he is arguably the greatest return man of this decade. Because of this, lovie wants to keep him fresh to maximize his returns on punts and kickoffs. I would probably do the same thing in that situation. I can't help but think though, if a team would commit to him in the passing game, that he could be one of the true weapons in the NFL today. I'm actually surprised chicago hasn't tried to utilize him more in that type of role given their lack of playmakers at the WR position in particular. Maybe not this year, and maybe not for a few years, but do you think eventually Hester will develop into a solid NFL WR?

I think much of it seems to be the awful play calling of Ron Turner so far this year. I don't understand why you don't lineup Berrian outside and put Hester in the slot. The bad part is when Hester gets in, everyone in the stadium knows that a screen pass is coming and defenses are all over it....
