Absolutely burn it for Cohen.  Look at him like you would for Tevin Coleman......has stand alone value as a RB3, and has top 7 RB potential if Howard goes down.

Agreed. Waiver wire can be a fickle beast; take these shots when you can. I'd snag Cohen.

Cohen probably doesn't become "lead" back if Jordan Howard goes down...probably would maintain similar role. The dude is like 5'7". But yes, especially if it's a PPR league, I would pick him up.

If you are in a ppr league I think it's a no brainer.  Get Cohen now.  He doesn't need to be the lead back, with Hogan out he could still end up the number one receiving target on the Bears.  

If it's not a ppr league, it might not be worth it.
