I've got Zeke and Ekeler in the RB spots and Hill and Sutton in the WR spots.  Leaning towards Sanders and Golladay at the flex.  I'd like to start Jacobs over Sanders, but I have no confidence he'll play a whole game.  Thoughts?

If Jacobs plays, then you play him. JAX allows like 5.5 yards per rush. 

I like Golladay more than Sutton also

Ekeler is the biggest risk due to competition of touches, but he has been so involved in the pass game it's hard to dismiss
