ESPN's Chris Mortensen reports Daunte Culpepper wouldn't be starting for the Raiders if Josh McCown (foot) was healthy.Culpepper is struggling with his mobility and was ineffective in Week 6 after his five-touchdown effort in Week 5. Depending on how quickly McCown heals this upcoming week, Sunday could mark Culpepper's last start for Oakland.
