A fair number are.  Harris seems particularly bad at speaking extemporaneously.   There are a lot of politicians who shouldn't speak without a script.  In this case, I assume she was prepped with some talking points and then just botched the delivery.   Why would she know how or where to make a copy?  She probably hasn't made a copy herself since law school.   It was probably at a Kinko's.

I don't think it's really all that significant of a net gain.   Switch the effort to mail-in voting and automatic registration and it's probably a wash, if not better, and you're not taking an unpopular position against voter ID.   There really aren't that many people who will make the effort to vote but won't obtain an ID of some sort.
