I am in a keeper league have noticed some shady dealings with the commish. We are allowed three keepers and they were due yesterday. However, the commish traded two players from his roster in July, which we thought were for draft picks. However, his team still shows three keepers and he acquired two more draft picks for players who were on his team last year but were not keepers. Do most keeper leagues allow you to trade players in the offseason that are not kept and still keep the max number of players? To me, it looks like he got a chance to keep 5 players and traded two for top round picks.

Is this allowed or common practice in keeper leagues?

 
Yes, every keeper/dynasty league I have been in has allowed offseason trading prior to the keeper deadline. It makes sense to allow this, because some teams have players that won't make their keepers but are better than players other teams would be keeping. This lets the teams with extra keepable players try to get something for them (2 for 1 upgrades, extra picks, etc) before cutting them. However, if the owners trading with him have a clue, they will know that you do not give anything close to regular in-season value for a player that will be cut anyway, because the team giving them up is better off accepting whatever they can get for the player.

 
Thanks for clarifying, it was never brought up to the league and I have had stacked rosters in the past and never traded.
