Tahoe is divided into South (Heavenly) and North (Squaw, Kirkwood, Northstar). South is more built up, more to do, with big casinos. North is slower and the casinos are smaller and funkier. If you're on your own, I'd go South. With a group, rent a house and go North.
There will most likely be spring skiing. No idea about sledding.
So just as in snow to play in, not skiing at the ski resorts?
By April most of the remaining snowpack is at the ski resorts. Up high and where they built a base with some man-made stuff. March you're going to have a better chance, but it's still hit or miss from year to year. Last year was terrible for snow and you probably couldn't find any to play in by February, much less April. I think some of the ski resorts were even closed by March, which is insanely early for them. Thus far this year has been a very good year for snow so it's nice and deep and things are looking good, but of course current trends are no prediction of the future.
