I think Freeman has a higher floor, while Locker has a higher ceiling. Depends whether or not you want to roll the dice. Locker will be starting soon, if not game 1, and so if you have other options at QB that can shoulder the load while you wait on Locker to polish up, then I say go with Locker. If you need production from the start, go with the safer Freeman. Since this question is dynasty-based, I say roll with Locker.
