With the Seahawks hiring the linebacker coach from Tampa Bay as their defensive coordinator, I am assuming that they will be adopting the Tampa 2 scheme or at least a form of it.

If this is put into place, would this increase or decrease the value of Tatupu?

It seems that some players see a boost for being in that position, such as Ruud or Brackett, or would the boost be more likely for someone like Julian Peterson or Leroy Hill?

I don't think it's a guarantee that there will be much Tampa-2 in Seattle this season. There's some more discussion in the 2009 scheme thread, but I think Mora is going to stick mostly to his aggressive 4-3. He did hint, however, that he'd like to see more pressure from the front four with some zone concepts behind, which could mean more T2. There was no mention of the Tampa-2, or anything specific scheme related, in his press conference yesterday.Generally speaking, a MLB who can cover holds good value in a Tampa-2. A rangy WLB with good coverage skills gets a bump in value over another 4-3 WLB that doesn't play much Tampa-2, assuming an every-down role. I think Tatupu might see a slight bump in value with the increased aggressiveness. The other LB values will depend on what the scheme looks like and who plays in the nickel. Julian Peterson at SLB in a primarily T2 defense will have less value. An every-down WLB will probably hold more value than Leroy Hill has had regardless of scheme.
 
Hasn't Leroy Hill been an every down WLB? All i have heard is how important it is to resign him and what a huge factor he is on that defense, I wouldn't think a 2 down LB wouldnt be be that big of a deal to resign.

Coming out of Clemson some scouts had concerns with some stiffness in his hips. Hill is not great in coverage, but should be good enough to be a 3 down backer. What little I've seen of him he looks capable.

Seattle has quite a bit of coin wrapped up at LB already with Peterson and Tatupu, may find it difficult keeping Hill.

He was rotating out more often in the nickel packages -- in favor of a third safety -- before his stinger shelved him for the rest of the season. I don't think there's any guarantee he's re-signed. The Seattle WLB slot could be in for a sizable increase in value, however, if that player sees a fair amount of T2 and earns an every-down role.I think Hill has enough talent that he might ordinarily see a lot of action on the market. With the group that's available this season, though, you may be correct in that he'll be easier to re-sign (even with the uncapped year).
