I never said the plan was perfect

Going for two, if successful, put them behind by 11, which is a TD and a field goal, and makes a Carolina FG manageable. If they miss, they're behind 13, which means a Carolina FG still makes it a two score game, and two unanswered Green Bay TDs wins it. Going for 1 puts them behind by 12, which means a TD and a FG wins it, and if Carolina gets a FG, they have to go for two on their next TD anyways. Since a Carolina TD would put the game completely out of reach, they figured, might as well go for 2 now, then wait to find out if they have to.

While holding CAR scoreless for the rest of the game you'd only need another TD (with another 2 point conversion) and another FG to tie... no problem for the Packers.

According to this wonderful chart (great website btw), they should've gone for it down 13 with 18 minutes left assuming they have a 31% chance or better of making the 2 pt conversion. League average is 40%.
