Where to rank this guy? I really don't know enough about him to rank him accurately. Right now I have him in the low 40s. Any input would be appreciated.
Question is, why did he blow up last year? Word in training camp is that Robiskie (the guy slated for the slot), and while his numbers resemble those of a "burner" (18.4 yards/reception) he did not light it up on the 40 at the combine. Could still be a good player and if he is in Jake's sights, God knows he will cling to him like the basket did Moses. BUT, I am not sure if those were "fool's numbers" ala Royal/Avery or if he can build on them...I like the WR 40 mark and would not go much earlier than that on him.
I have him as a sleeper and think he could end up being a descent WR 3... draft him as a WR 4 with WR 3 upside and with some luck he could perhaps slide into the 20 to 25 range.

This is about where I am at. He had decent production as a rookie with some of he worst QBing you will ever see in the NFL. There has to be some upside there.

It's hard to say exactly Phurfur, I think we're all in the same boat. As a rookie, he showed some promise on a bad team but will he take a step forward? I personally don't think he'll take a big step forward this year. The passing game in Cleveland leaves a lot to be desired (I hope they prove me wrong) and I just think Massaquoi will be to inconsistent to start on a weekly basis. If you're in a best ball type format, he offers a little more value because I do think he'll have some games where he has numbers that are worth starting but then it could be 1 or 2 weeks of frustration of him being in your lineup and nothing much to show for it. I think you have him in the right spot, kind of a tough guy to gauge at this point, certainly a guy to keep an eye out for in the preseason.
I think one of Massequoi or Robiskie will actually emerge as fantasy relevant - even if not dependable week-to-week. The problem is at this point, the one that Delhomme favors is anyone's guess.
As a rookie he had some big games. 8/148 against Cinci in week 4, plus Cinci was pretty good at shutting down the pass last season. He posted 5/83 against Pitt, and I like these two games because they were both within the 1st 6 weeks of his career and also within the division which is a good sign. Another with 5/115/Td, 3/60/Td...he really only had 4 good games last year so to me he is boom or bust, and in best ball I think he is worth a little bit more so you don't have to figure out when to start him.
That said, I like his chances to improve this year. He has upside and usually goes around the 9th-11th rounds, but ask yourself if Chris Chambers isn't a better option in round 12, or Berrian in round 14...or draft them all and you have a nice mix of steadiness and upside. It's all about where guys fit on your roster.
