Was it Bill Parcells who said you need 30 starts to truly evaluate a QB?
Yeah he had 3 criteria I think. 30 starts in college, 70% completion rate in college and I can't remember the 3rd one.

Bill Parcells had a seven-rule "Tuna Formula" for scouting college quarterbacks, emphasizing experience, winning, and maturity: a quarterback had to be a senior, a three-year starter, a graduate, start 30 games, have 23 wins, a 2:1 touchdown-to-interception ratio, and a completion percentage of at least 60%. These criteria aimed to identify a quarterback with leadership skills and the ability to perform consistently under pressure, reflecting a belief that extended success in college was a strong predictor of NFL success.

Here are the seven criteria for the "Parcells Rule":
  1. Senior Status: The player must be a senior, indicating the maturity and time needed to develop as a professional.
    • College Graduate: Parcells wanted players who took their responsibilities seriously enough to earn a degree.
    • Three-Year Starter: He looked for quarterbacks who had proven their success over a significant period.
    • 30+ Starts: This requirement further emphasized a quarterback's experience and ability to be a consistent leader.
    • 23+ Wins: The criteria prioritized winning, suggesting that large passing numbers must come in the context of team success.
    • 2:1 TD-to-INT Ratio: A strong ratio of touchdown passes to interceptions indicated a player's efficiency and decision-making.
