We have earth and all the people on it.  We are starting from scratch.   Everyone is frozen.  Past does not matter.  Hence New World.   Everything man made has gone and all people are just standing frozen naked.  You can give everyone one thing.   When you give this thing they will be unfrozen and will have access to everything the earth before man provides.  What do you give everyone?  People frozen have knowledge of everything they did before the reset.
